Two variable list... possible?

Lets say i want a skills requirement feature.
I want to enter a list of abilities (taken from Ability entity (s)) but specify against each required skill the level in that skill required.
The length of the list would vary.
So for using an exotic sword (entity) i might required both say
Swords, 5 (min level 5)
Two Handed Weapons, 6 (level 6)
Conceivably i might have a list with 3 variables or more per element.
The first variable in the example above would be taken from one of the 'ability' type entities...
Can the above be done? If yes, how?
