Structuring Flow

I have gone through the tutorial series and played around with the example projects and Unity importer.
Now I am creating a own project and stumbled onto one big issue: How to structure my game using flow fragments?
It's a sandbox point and click adventure. The simplest approach would be creating a flow fragment for every location I have and upon entering a location events/dialogues are played depending on the game's state.
The problem with this approach is that when I have quests which requires the player to move to many different locations, the quest is split via many different flow fragments/locations and it gets hard to debug such quests.
I'd rather have one quests inside one container so the flow is split into quests instead of locations. Since it's a sandbox game, the quests can be done in an arbitrary order. So how do I order these flow fragments? It doesn't make sense to link one quest fragment to another quest fragment since they should not be ordered.
